The 2024 session of the NEA’s International Nuclear Law Essentials (INLE) course brought together 61 professionals from 18 countries to learn about the global nuclear law framework and major issues affecting the peaceful uses of nuclear energy.
Held from 4 to 8 March at the OECD Conference Centre in Paris, this 11th session featured a series of lectures, case studies and panel discussions presented by 15 renowned nuclear law specialists from international organisations, government, academia and private industry.
Designed for participants of different backgrounds and career levels, the programme touches on all aspects of nuclear law, including nuclear safety, management of spent fuel and radioactive waste, environmental protection, transport, nuclear security, non-proliferation, safeguards, nuclear liability, and international trade.

During his keynote address, NEA Director-General William D. Magwood, IV emphasised the critical role that nuclear energy plays in addressing a multitude of challenges facing the world, as well as the role of nuclear law, noting, “Lawyers are the grease for the system to make sure that all of these really interesting things that we are talking about can be done – that we can find the right contractual structures, the right regulations, and the right government policies to make all these things come about. There are so many challenges that are ahead. One can be daunted by the challenges, or one could say, ‘this is going to be fun’. I am in the camp, where I say, ‘this is going to be fun’.”
In addition to the rigorous coursework, the INLE course provided participants the opportunity to network with their classmates and to enjoy the city of Paris with numerous social events, including a cruise on the Seine and a closing dinner overlooking the Eiffel Tower.
Since its inception, the INLE programme has been led by Paul Bowden, Honorary Professor of Law at the Nottingham Law School and former partner of Freshfields Bruckhaus Deringer.
